I'm not sure I understand the question correctly but...
If you can't boot it with your operatingsystem-disc (insert 
the disc and then start the computer) then either your disk 
or your diskdrive might be broken?
If your don't insert the disc but instead press Reset or
ctrl-Reset after starting the computer, do it work at all?

You start other programs the same way, insert the programs
disc and then start your computer. If the program not starts
automagically you have to write CATALOG and press return
to see the list of programs. Then write   BRUN programname   
if there is a B at the start of that line in the list 
of programs, or   RUN programname   if there is a A or a I.
