The constraints for C98, as specified by the ANSI/ISO standard
effectively boil down to:
short must be at least 16 bits and at most as big as long.
long must be at least 32 bits.
int must be at least as big as short and at most as big as long.
So an implementation could set all 3 to 32 bits and be
conforming. However it cannot, as was originally stated, set all 3 to
16 bits and still be conforming.
