DOS 3.3 Question

I own an LC II with the IIe card and (2) 5.25" Disk Drives

I have tried everything I can think of to create a bootable diskette with
DOS 3.3 with no success.  Does the IIe card come with something to do that?
If not, how can I create a bootable diskette for this system.
