Dave's diagram shows the jumpers in their physical positions: on the
left two pins or the right two pins of the appropriate row (each row has
three pins). The jumpers must be in either of these positions - not
removed completely.
I don't know what else you could mean by "on and off".
e.g.
> 1M SIMMs: 1
> Switch 1 xxx
> 2 xxx
> 3 xxx
> 4 xxx
> 5 xxx
The top (first), fourth and bottom (fifth) jumper should be in the left
position, and the second and third in the right position.
Personally, I'd suggest redrawing these diagrams using periods for the
empty pins:

> Switch 1 xxx .
> 2 . xxx
> 3 . xxx
> 4 xxx .
> 5 xxx .
