File Association issues

I have had an ongoing issue when I double click a shk or readme
(example) file that the system looks like it tries to launch something
but nothing happens. Now i don't remember when it started, asI  pretty
much kept saying to myself it will fix itself lol, but it hasn't.

I have tried the ctrl-option when double clicking a file but nothing
comes up to select what to open it with (have also deleted the desktop
file in icons which i read in an older post). Where do i set what
programs files get associated with?
