For the Apple IIGS, it's called Talking Tools. Visit
http://www.hypermall.com/byteworks and look for GS-12.

All of the decent solutions for the 8 bit Apple II required hardware
add-ons, although there were a couple of cute apps that could make a barely
intelligible sound for a few select words without extra hardware.
