Apple II+ disk drive problem

Actually, I don't even know if it IS a problem.  When my Apple II+ boots up,
the disk drive light comes on and activates the drive, but the screen only
displays "Apple ][" and nothing more.  If I take out the disk interface
card, it boots to the ROM BASIC.

So here is my question:  Does the Apple II+ REQUIRE a OS disk of some sort
in the drive if the disk interface card is installed?  I was thinking that
eventually, the computer would boot to ROM BASIC regardless of whether there
is a disk in place or not.

Anyone have any answers?  Thanks in advance.
