I think the FutureNet BBS system, which runs on the METAL BBS interpreter,
let's you do this.  All you need to do is create your screens with ANSI code.
The rest (zmodem, ymodem, etc.) is in there.  It even has internet newsgroup
and email gateway functions.  It is a free system, although I don't know where
you can get it anymore.  As long as your system is connected to a network
of BBSes where one node has a dial-up link to a UNIX server connected to the
internet, all BBSes on the network can have email/newsgroups.
