Probably.

There are two variants of the package: DIP (dual in-line package), as
used in the IIc, and PLCC (plastic lead chip carrier, a.k.a. square
pack), as used in the IIgs.

I'm pretty sure the original Mac 128 has the DIP version of the IWM (I
have a bare motherboard, but I haven't looked at it for a while), but
I've never looked at a Mac Plus.

There might be generational differences between the chips, but I doubt
it.  Have a look at the writing on the chip and see if there are any
noticeable differences in the Apple part number.  There will probably be
a manufacturing date code in the form MMYY, but I'd expect everything
else to be the same.
