Have all of the archives spoken to each of the copyright owners?
Unless the copyright owner has explicitly given their permission for the
software to be made available that way, it wouldn't be legal to make that
particular piece of software available.

Hurt doesn't have to be a factor, unless the copyright holder is
seeking damages.
