This might be a silly question but do you have a 3.5" drive connected
to your IIgs that is capable of handling MFM encoding?  The standard
Apple II 3.5" drives only do GCR encoding.  You need a SuperDrive with
SuperDrive controller, a standard PC 3.5" drive with a BlueDisk
controller, a Floptical with a SCSI controller or a PCTransporter with
a 3.5" TransDrive (or Apple 3.5" Drive but apparently this isn't very
reliable) to be able to use MS-DOS formatted disks.
