Any card that only draws power or just uses the 16 byte device I/O space.

Stellation Mill 6809 co-processor card is one I have used like that.

A z80 card might work as it has no onboard firmware (it depends if CP/M
on the Apple is prepared to accept both a z80 and an 80col card in the
same slot).
