I assume you mean to ask how to partition one on a IIe (on the IIGS,
you would not WANT to, but you could do so with Advanced Disk
Utilities).  Well, the Apple High Speed SCSI card came with a
ProDOS 8 based hard drive formatting and partitioning utility.  You
can use that to partition your Zip disk.  You can also use any of a
number of utilities available on ground.  I believe the Chinook
SCSI utilities will also work.  If you have a RamFAST on your IIe,
you can use the built in ROM utilities to partition the Zip disk.
