What you need to do is get Stuffit Expander to decode the file you
downloaded. Usually the file is compressed and then encoded to pass
through the bowels of the internet, so it may take two steps to decode.
You should end up with (I think) a file named something like system.img,
meaning it is a disk image in a single file. Then you use DiskCopy to
copy the image to an 800K ProDos formatted floppy. Then the image is
translated into the individual files that comprise a boot floppy.
DiskCopy is a free download from Apple and Stuffit is shareware, readily
available on the net. Comes with browsers too, I notice.
