No, you have a ROM 01.  The message is right.  If you have
ROM 00, you won't be able to run GS/OS.

Your IIGS should work with 8 megs fine.  Try shift-booting
to see if you have a software conflict.  If not, do you by any
chance have an Apple High Speed SCSI card or the older
(Rev. C) RamFAST card?  If so, you'll need to turn off DMA
on the card.  Only the RamFAST Rev. D cards can DMA to
more than 4MB on a ROM 01 (more than 5MB on a ROM 3).
