There are a couple of ways:
1. Use a null-modem cable between the two, and com programs on each,
then transfer the files like you would download from a BBS.
2. Transfer the files from the IBM to a floppy, then copy the files to a
Mac with a Superdrive. Copy the files from the Mac to a 800K ProDos
disk, which the Superdrive can also read and write. Then you need an
Apple II (IIgs, IIc Plus, or other with a 3.5" drive) and the proper
software to copy the disk image to a 5.25" disk.
3. There is a card that some Mac models support that allows the Mac to
run Apple II programs and disks.
4. If you have a com program for your Apple II, and a shell account, you
can log on and FTP files directly onto your Apple II. A hard disk would
sure help, I don't think the disk images fit on a single 140K floppy.
That's all I can think of.
