Apple IIGS system disks

Where can I get the system and utilities disks for my IIgs? I
just got this computer yesterday and it only came with some
games.

I have the disks from my IIe, IIc, and IIc+ but with those I can't
access the 3 1/2 drive. I have the 5 1/4 first then the 3 1/2
as drive 2.

I need to format a 3 1/2 and copy the system disk for a IIc+
from 5 1/4 to 3 1/2 but I can't access the 3 1/2 at all using
the system/utilities disk for a IIc+.

I downloaded the disk images from ftp.apple.com but can't
get them from IBM to IIgs.
