Quite often, a mouse can stop rolling smoothly when there's a build up of
gunk on the rollers. To see if that's it, turn the mouse upside down, turn
the moveable retaining part counter clock-wise, and remove the ball.
The rollers can be either metal or white plastic, but if there's gunk,
you'll see it on either. A fingernail can be used to remove it. Just make
sure you shake it all out before putting the mouse back together.
