Well, there are a couple of places that make controller cards that can
do the low-level programmer I/O that is needed to read and write an
Apple ][ floppy on a PC 5-1/4 drive. 

As far as I can tell from looking at the schematics and data sheets for
the parts used in the PC floppy controller, it's not possible to read a
disk low-level - the drive's data stream is behind the u765 floppy
controller, and the bits are assembled into bytes in hardware, not
software.

The other direction seems more likely: it should be fairly simple to
read and write 35 tracks of a 160k PC disk on an Apple ][.  Has anybody
tried that yet?
