Absolutely correct. The number should remain frozen at the point Prosel was
made public domain. Patches and enhancements should be delivered/sold  as that;
patches and enhancements. The final version released as PD should remain
"as-is" so that others may develop from the stable code (not to say that there
is anything wrong with the mods made by Bev and Charles).
