O Aaland has the ROM version 1.4, which is what is preventing
speeds faster than 7Mhz. You've got 32k cache, which means
greater than version 1.5 ROM, so you are set to go to higher
speeds. GAL versions don't matter with the 14Mhz version of
the 65C816.
