IBM, I think. But Steve Wozniak's Disk II interface was the first
one that offered an affordable implentation of it. Woz's controller
had only a few chips. The ones from the competition had almost
fifty.
When Woz worked at HP, he showed his design to the people
there, who admired it, but then forgot about it. Thus, while Apple
did not invent the floppy disk drive, it WAS the company that
made it popular and affordable.
