     Darn! No //c or //c schematic.

     As you suggest, a chip may be bad; but, it does not seem as likely as a short
or a chip making poor contact in a socket.

     Check the KB connector socket for any indication of shorts (pieces of metal in
the socket, Coke spills, ...). Remove any bits of wire; clean away Coke, etc. spill
scum.

     Try scootching up and re-socketing each socketed IC. This often works to
reestablish good pin contacts and clears up all sorts of problems.

     If your //c is fixed, fine. Otherwise, you may want to re-post your question
with additional info-- something like "//c KB stuck on '9'".
