Hi Jason,
I was also the recipient of an old Apple //c. When I picked it up, I was
told that it might not work. I hooked everything together and booted the
system. I experienced the same thing you discribe and thought that the
monitor was out of whack.
After fiddling around, I realized that the monitor cable was laying on top
of the power brick. When I moved the cable away from the power source, the
monitor cleared up.
