Very few PCs have DOS in ROM. All they have is the lower level BIOS that
DOS can use to control disks/video/ports etc.

I very much doubt that. How much space does Win98 or Win NT take on a hard
disk. Now imagine the cost of that much Flash ROM (to allow for bug fixes).
