Mostly, they are. But, you overlooked ...

Yes, like the following from the ManyCheats2.txt file:

 ------------------
 CONAN CHEAT- MEN
 REMI GRANDJEAN

UNLIMITED MEN- SEARCH FOR $CE 4B 03
ON A DE-PROTECTED DISK (WAS AT BYTE $F5
ON TRACK $05 SECTOR $09 ON MY COPY).
CHANGE $CE 4B 03 TO $EA EA EA.

....

 ------------
 CONAN- UNLIMITED HATCHETS
 TOM SCOTT

YOU NEED A DEPROTECTED COPY
OF THE DISK. SEARCH FOR
$CE 4E 03 AND CHANGE IT TO
$EA EA EA.

(By the way, these cheats work great!)

Asimov-GS does have many hints/cheats for IIgs games. However, most are for
older pre-GS games. The reason they are together on Asimov-GS is that no one has
ever come up with a good reason they should not be; and, it is helpful to have
at least one place where you are likely to find whatever hints/cheats may be
available.
