Actually I believe that Quality only had a licence from Apple to upgrade and 
sell the AppleWorks and AppleWorks GS programs. That license expired last
summer so Apple now has the exclusive rights again. Since they never gave 
up rights to the AppleWorks name they were free to use it as they want. That
may be the biggest problem with getting Apple to release the Apple II software
as system software. It never hurts to ask though. Maybe if enough of us do it
we may even get it accomplished.
