Answering my own question I worked out a pretty good alternative to
installing TD2 on my hard drive.
I downloaded from Caltech a buffer for TD, and I tweaked it to 1 meg.
This has seriously cut disk access time.
Next I installed all cars and scenery including the originals onto my hard
drive. Now I only use one 3.5" and loading is quick.
There's still other things I'd have liked to install on my hard drive
using HD Install, but this has given me ideas for other work arounds.
Will post any other I come up with.
