Yep, later 68Ks don't allow turning off 32 bit addressing with any OS version.
The Quadra AVs and 500 series Powerbooks fall into this category. The Q605
may as well, since I've heard that the IIe card doesn't work in it. Actually
it might not work in any '040s.

Mine lives in a Color Classic with an LC520 logic board swapped in. That
makes the box about twice as fast as a normal CC, so the IIe card runs
software fast enough to be quite usable.
