There is a pin on slot 1 which disables the keyboard.  (It is used as
part of Apple's production testing of the IIe.)  This card might have an
electrical fault which is causing this feature to be activated.

Does it still do this if you remove the faulty printer card?

Do you have a joystick (or paddles) connected to the IIe?  If so, make
sure that the buttons aren't being pressed, since they are identical to
the open-apple and solid-apple keys as far as the computer can tell.
