My guess is that you need an EPROM programer for the IIGS to
be able to do what you are thinking.  I know that some csa2
readers have these.

You would have to transfer the data from the files to an EPROM,
then open up a cartridge that you can sacrifice and swap this
EPROM for the one inside the cartridge.

Some generic Mac EPROM burners also run off the serial port
and these should work on the IIGS provided you have the
software.  I am not aware of any IIGS programs that use these.
