What program are you using?  I've got ProTERM with port speed
locked at 38.4k and when I switch off my accelerator, I get no
character dropped using my high speed modem way past 9600.
Did you boot directly into ProDOS 8 or shift-boot if coming from
GS/OS?  If not, any interrupt robbing extension, such as a menu
bar clock or a screen saver, will cause characters to drop.

Try booting directly into ProDOS 8 or shift-booting into GS/OS
before launching ProTERM and watch the speed go way beyond
9600.  ;-)
