It's a psuedo random number generator, somewhat obsolete.  However, this
is useful, since you can seed it with RND(-3).  Otherwise, it's seed is
based on the keyboard timer circuit, which is random.

Of course, you could disassemble the ROM code, too, if you had a mind
to.
Check the FAW, I think it lists the BASIC command interpreter calls.
