There is a commercial program produced by Seven Hills called "SuperConvert
v4.0" that will not only let you view both .gif and .jpeg pictures, but
will convert them to a GS-specific format. Contact "sales@sevenhills.com".

There is also another commercial program produced by Shareware Solutions
called "Convert 3200" that will view and convert .gif (among many other
formats --- no .jpeg though).

So yes, the IIgs is quite capable of both.
