No Mitch, it is actually an emulator.  It turns out an NES
emulator, but it IS an emulator.  Not a runtime emulator,
the sprites and some other stuff are to be converted/
compiled first for faster execution, but the author is
building emulation of the NES hardware systems.  When
the game hits those systems the emulator uses the routines
in the linked library to create the corresponding effect
on the IIGS hardware.  That's emulation.

and 60fps+ on an accelerated one.
