Have you had a look at Fusion? It runs up to MacOS 8.5,
supports color, sound, SCSI devices, CD-ROMs, floppy drives
(it can even be set to poll your PC's 3.5 drive like the GS
and Mac do) and runs faster than a real 68K Macintosh.
It's kind of similar to the PC-Transporter for the Apple,
as it takes over the entire system when running, including
all PC peripheral which get turned into Mac devices. This is
a software emulator though, not hardware.

Blank CD's (with jewel cases) cost only about US$1 here,
though the price goes up with different quality brand names.
