The entire protocol stack is documented in a manual written by Apple,
published by Addison Wesley:
Inside AppleTalk, 2nd Edition.

It was published in 1990, so is a little out of date as far as recent
features are concerned (e.g. AppleTalk over IP and some features of
recent AFP implementations), but it covers the majority of the important
details.
It even has pseudocode for a LocalTalk implementation.

Hm. If you want to be a server for an Apple II, you need to implement
LocalTalk on the PC (requires special hardware) or use some kind of
gateway to get from the native hardware (whether it be Ethernet or
something else) to LocalTalk.
