As far as my board is concerned, it is definitely not an Atari
2600 (digital switch) joystick connector. When I plugged one of my
joysticks in, it didn't respond and actually caused the II+ clone
to reset if pushed to the right (hmm, I may have damaged to board
or zapped the joystick in the process :/).
My best guess at the moment is it is analog Apple joystick port,
but with the gender reversed (I'd have to have a look at the date
codes on the board, but it may have been designed before the IIe
existed and that could explain it).
