IIE Video-7 card --- db-9 female socket?

I just got this interface card:   VIDEO-7 CARD FOR IIE.
I already have had the IIC version.  It adds greyscale to the composite
picture.   On the IIC, this is very impressive.

It has an RCA socket, and also a female db-9 socket.  What is the db-9
socket used for???

Also, can this card be plugged into the slot #3?  My flagship IIe is all
filled in slots except for #3......
