Sure sounds like a speech synthesizer to me..
Check if the two-prong connector is the same size as eth built-in speaker
connector on a II+ or IIe. I would bet my pants that it is the speaker
output. It may well be possible (though not at all certain) that you can
simply use that board as an outputdevice by means of PR#<your_port> from
basic. Dont shoot me if I'm wrong.

SilenTypes need their driver boards. The interface is a _synchronous_
interface, and thus not comaptible with standard serial ports..
Besides: you'll need heat-sensitive paper to print on, which can be hard
to come by..
