The network software is not a standard install for the IIGS system.
You need a copy of the IIGS System 6.0.1 disks.  This would allow you
to easily install the Appletalk option.

It is real easy provided you have all the tools handy.  What you seem
to be doing would be the equivalant of installing a new ethernet card
in a pc and not having the windows disk to install the new driver from
or not having a disk with the driver.
