You're hitting the speaker too quickly to get a recognizable tone.
Try adding in a bunch of NOPs between the LDA $C036 and the JMP.
($C036..Is that right? I thought I always used $C030...)
Of course, a better way to get the necessary delay would be...
!8500:LDA $C030
! LDX #$0A
! DEX
! BNE $8505 ;Assuming I counted right...jump to the line with the DEX
! JMP $8500
!
