Couldn't you scan the disks bit by bit and create an "image" of the disks'
surfaces. This would mean having to write an emulator program that would
let the source computer believe that the computer with access to the image
was a standard floppy drive.

It would be a bit complicated, but it would be a generic solution, and
similar to implement for all machines.
