Go to the START menu.  SHUTDOWN............REBOOT IN DOS MODE.

The ADT program was not coded for Windows.  It is for DOS.  I know of a
few programs that use the COM ports, and they also have to be run from
DOS  (you have to reboot!  You can't just open a DOS window)

That shoud fix all of your problems
