Not in any version of the IIc that I've seen or read about.
The original IIc firmware has limited support for booting off an
external 5.25" drive, but it is a manual operation, and only supports
ProDOS disks (as far as I know).
To check whether you have the original IIc firwmare, get into BASIC
(press Control-Reset if necessary), and type
PRINT PEEK(64447)
If the value printed is 0, 3, 4 or 5 then the machine does not support
this feature, and is only able to boot from the internal 5.25" drive, or
from an external UniDisk 3.5. (The original firmware does not support
a UniDisk 3.5.)
If the value printed is 255 then you have the original fimrware and will
be able to boot from an external 5.25" drive by typing
