No. Maybe what you heard was that a B/W monitor has a higher dot pitch
than a color monitor, so that you can get a sharper picture. The
resolution stays the same (640x200), but the image has greater clarity.
The downside of this is that dithered colors, which blur rather nice on
a color monitor, now clearly show up as a lot of vertical lines.
