The mirrors on ground are actual copies of the other site.  The mirror scripts
are run daily and files are added, moved, deleted as needed so the ground
site has a nearly identical organization of the publicly available files
on the remote site.  

I can't comment on how other sites manage their 'mirrors'.

I must also point out that the 'mirror' of caltech on ground is very old.  I
can't get ground's script to work with the Mac's FTP server at caltech :-(
