Probably the simpest solution is to replace the IIE motherboard! 

I can send you an Unenhanced working IIe motherboard for $10 plus
shipping.

(If your present IIE is ENHANCED, you could just swap the 65c02, the CD
rom, the EF rom, and the video ROM into their respective sockets.
