Ground FTP site

Ground is now ground.ecn.uiowa.edu

The 'isca' has been replaced by 'ecn'.

ground.icaen.uiowa.edu may also work for now, but that is really a pointer
to ground.ecn.uiowa.edu

I have no idea if ISCA will create a pointer to ground.ecn

Nothing has happened to ground.  But POLITICS has blown apart ISCA.

Ground had to find a new DNS server name.

I'm sorry all this occurred while I was on a 2-week vacation, but I'm just
as glad I wasn't around fussing about it.  Vacation was fun!
