What you describe is perfectly normal behavior. To display color
text on an Apple IIgs_requires an RGB monitor, such as the standard
AppleColor RGB (or a compatible). With a color composite monitor on
the machine, in text mode, the foreground, background and border will
will show up as shades of grey rather than color.

When displaying graphics however, the border will show up in
color on a composite display (both in emulated and native graphic
modes). In any case, an RGB monitor is an absolute requirement if
your running any native software on the machine, especially when
using the 640 mode or displaying color from the 12-bit palette.
